1-Senior Supply Chain Manager
Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
Job Overview/Summary: The Senior Supply Chain Manager will support Certain aspect of supply chain for Syrian Country Program , Supply Chain Management Support to partnership , Logistics functions and supporting the supply chain function to the emegercy preparedness including procurement , warehousing , pharma inventory , asset and transport. He/she must be able to efficiently and effectively support the team of Supply Chain department and Partnership Program , providing technical feedback and capacity building to IRC Sub Awards Partners on procurement procedures and relevant activities, whilst ensuring to meet standard Supply Chain best practices and maintaining audit-compliant records.

Primary Functions:
Partnertship Supply Chain Management
Involve and participate in Pre Award Assesment/partnert Project Capacity Review to the potential partners as appropriate. Contribute on assessing, review and analysis technical area of procurement , inventory , asset managerment, policies and procedure and Supply Chain Staff structure to measure the partnership capacity.
Involve as Partnership Working Group , delivering function of PWG .
Review of supply chain component of partnership aggrement.
Participate in Partnership Project opening , review and closing meetings.
Working with the sub award partners to ensure that the project reflecte fair market value and Support the partner to develop the procurement plan base on the partnership aggrement.
Participate on bid committees for the procurement of items and services upon request. Ensuring that the partner comply with the BIS regulation and apply for BIS licence prior procure equipment or any medical equipment.
Provide partners with the best practice guidance based on the IRC experience and local partner capacity on issues related to procurement and logistics , reflecting partners specific needs and realistics.
Monitor the entire partner supply chain management process with a procurement budget more than 25K. Conduct a spot check of the process , identify the gaps and advise on the correction action plan.
Participate in or guide finance and compliance review and Reflection , in particular with respect the verification of procurement and logistics process as necessary
Conduct a quarterly site visit to the parnertship to monitor the procurement business processes.
Participate in the review of performance of the partners , of the IRC and of the partnership , including the succeses , challenges and leason learned.
Take a lead where IRC conducts procurement on behalf of the partners , work with the technical coordinator and the partner to establish a patner procurement plan at the outset of the partnership aggrement.
Provide supply chain training and mentoring support to the partners in accordance with partner project support plans , with a focus on supporting to build supply chain system and capacities to the needs of the partner. Such as provide training on tender process , quality assurance , asset and services and management inventories. Including fraud and corruption identification.
Develop and provide guidance to the partners regarding supply chain management report.
Do Spot checking on Asset inventory and pharma inventory management and advise partners with improvement plan
Assist with and guide asset and inventory disposition as necessary during the project closing .

Logistics Management ( Internal IRC )
Oversea an efficient and secure storage system and monitor remotely the inventory business process of IRC storage inside Syria.
Understand and implement the standarst of IRC inventory management polies and procedure
Ensure stock management control tools , such as Master asset list , Pharmaecutical Inventory Tools and Inventory tracking tools etc are compliance with the IRC protocols.
Ensure the effective storage system are implanted in all warehouses inside Syria
Ensure all asset and properties are managed and tracked according IRC policies
Overseing the transhipments ex- suppliers to the border point of Turkey – Syria , and off to the IRC storage or the partnership warehouses I Northwest Syria.
Informed in regular basis to Supply Chain Coordinator , Area Coordinator and Program Coordinators on Stock control level , including the pharmaceutical warehouse.
Managing and asset and inventory disposiston process and asset renewal plan
Drug store management , cold chain management and knowing customs clearance procedure betweek Turkey and Syria.
Take A lead on Vehicle market survey exercise once a year.
Work with Supply Chain Coordinator and in liason with Area Coordinator to design a suitable support remotely to the supply chain team insider Syria regarding fleet management , vehicle operation and policies.
Ensures that the IRC standard vehicle policies and procedures are implemented in Amman and field level.
Conduct a transport need assessment inside syira , developing vehicle management cost analysis and vehicle safety assement .

Emergency Preparedness
Function as emergency logistics focal point , in coordination with In country Emergency team.
Lead and manage procurement , identification of multiple needs of goods procuring , service contract and warehousing . Comply with IRC standard operating procedure and donors regulation
Manage and support emergency operation, Involve in searching facilities for offices and storage , including program centers as necessary.
Any other supply chain management associated duty allocated by the country emergency preparedness lead

Capacicty building
Conduct supply Chain training needs assessment for IRC supply Chain staff and patners
Develop material of supply chain management training for partnership
Ensure all counterparts who deal with supply chain processes are trained to standard
Documenting all training needs for the IRC supply Chain staff and partners

Documentation and reports :
Generate Vehicle Montly Cost Report and Fuel Consumtion report
Consolidate pharma and non Pharma Inventory report
Parnertship supply chain pharma performance analysis report

Working Environment : 25 % travel for partnership engement , 25 % Partnership remote support , 50 % Direct support to Syria SC Amman and Inside Syria .

Job Requirements:
University Degree or Diploma.
Minimum of (5) years of professional Logistics or related experience preferably with an INGO.
Minumum of (3) years of Mangerial role and suprrvising team members.
Well experienced in Supply Chain .
Very good command in Arabic and English, both writing and speaking.
Excellent good communication, mentoring and coaching and reporting skills
Good analytical skill
Able to work under pressure, able to multitask, excellent team player and able to work in a multinational environment.
Very Good MS Office skills

2- Logistics Assistant

Job Overview/Summary:
The Logistics Assistant reports to the Logistics Officer and is responsible for managing IRC Syria program assets & properties, including receipt, storage and dispatch of Syria program assets & equipment.
He/she will also provide support to the warehouse team.
Major Responsibilities:
Assets & Property Management
Implement IRC standard of asset & property management policies & procedures.
Responsible for tracking all IRC assets & property including ICT equipment, furniture, medical equipment, etc.
Update the master asset list and any asset movement and location.
Maintain & update Asset Registers, including; acquisitions, maintenance management, transfers.
Report on assets and properties for disposal
Coordination with field offices for Master asset reports and updating on regular bases.
Responsible to manage asset maintenance and repair, ensure all asset in service.
Do quarter asset verification in Amman office and leading the field site asset verification process
Assist the supply chain coordinator and area coordinator on asset allocation process and asset renewal.
Maintain and manage any asset lost and ensuring to record on file for any incident report.
Prepare the equipment, property and furniture inventory of the Amman offices, support and ensure that the all fields offices to keep it updates in monthly basis.
Logistics and Facilities Management
Ensure all Premises lease & vehicles rental are well manage, track and renew on time. Inform Procurement manager for any contract near to expired.
Ensure and prepare support document and process all payment in monthly basis on time for vehicle rental, any premises and any lease in the fields.
As facility focal points of Syria CP of Amman base office , in liaise with SSU team to maintain the office facilities and necessary repair or rehabilitation
Responsible to manage one unit of IRC truck in Amman and the driver, manage the request, usage and movement of the truck. Ensure of truck maintenance and regular service.
Maintain the minimum stock level of Syria – Amman office stationary, Office supplies and kitchen supplies. Liaise with SSU and procurement team to re stock and re order .

Additional Functions:
On the absence of logistics officer, the logistics assistant will be responsible for the functions of logistic officer:
Shipments and leasing with border officials for outgoing programs shipments crossing into final destinations in Syria
Manage logistics for international transportation, such as customs regulations and any necessary documentation for inside Syria.
Supporting field offices in warehouse and transportation
Reporting as required

Key Working Relationships:

Position Reports to: Logistics Officer
Position directly supervises:

Indirect Reporting: Supply Chain Coordinator.
Other Internal and/or external contacts: The logistics assistant works with the other Supply Chain colleagues & all IRC Syria staff to ensure smooth operations at the Asset management.

Internal: Supply Chain & Syria Programs Staff.
External: Partners, suppliers & other stakeholders as deemed needed by the Logistics Manager.

Job Requirements:
University Degree or Diploma.
Minimum of (2) years of professional Logistics or related experience preferably with an INGO.
Well experienced in inventory control.
Very good command in Arabic and English, both writing and speaking.
Able to work under pressure, able to multitask, excellent team player and able to work in a multinational environment.
Very Good MS Office skills.

Working Environment: Standard Warehouse working environment with all amenities available including ACs, internet connection, electricity and office space with frequent travel to customs border points.
